Logs and historical documentation explain when and why the conversions of suitable rooms into Emergency Refuge Chambers occurred.
The chambers' energy-conservation behavior is documented in the facility's logs: because battery capacity must be conserved, a chamber does not remain fully operational indefinitely when unoccupied.
